Southern Emergency Response Training and Logistics Center
Commander Level
Twenty-four hours
On-scene incident commanders are responsible for managing the site of a disaster and making
response decisions. They should implement the concept of an on-scene incident commanding
system, ensure the effective utilization of equipment and manpower, and make specific and
effective instructions through the application of emergency response strategies and tactics.
This training introduces relevant regulations and standards, properties of chemicals, hazard
identification and risk assessment, emergency response procedures, PPE, zoning of contaminated
areas, decontamination, and the Incident Command System (ICS). Trainees must pass awareness-level
and operation-level training prior to taking the commander-level training.
