    Specialist Level
     Twenty-four hours
            
        Responders at the specialist level are personnel who respond to, and control, disasters 
        involving multiple hazardous substances or unknown substances, fires, or explosions. 
        Hazardous substance specialists are required to serve as the staff of commanders and draw up 
        offensive action plans according to the specific transportation and containers involved. 
        They should also be able to carry out proper safety precautions and defensive technical 
        handling with their professional response skills.
    
    
        This training introduces relevant regulations and standards, properties and toxicology of 
        chemicals, emergency response procedures, advanced hazard identification and risk assessment, 
        advanced hazard detection equipment, PPE, incident control, spill containment and control, zoning 
        of contaminated areas, and decontamination. Trainees must pass the awareness-level, operation-level, 
        and technician-level training prior to taking the specialist-level training.
